ESI performed an engineering study and feasibility analysis for the continued operations of the steam and power plant at this facility. A sister mill that shared the steam and power house utilities was shut down and ESI investigated the feasibility of continued operations with different technologies serving Bay West Paper’s steam and power needs only. This study investigated utilizing four different technologies including: (1) natural gas-fired package boilers; (2) combustion turbine and HRSG; (3) modifying existing coal-fired boiler with a bubbling fluidized bed to burn coal and sludge; and (4) a new coal and sludge-fired bubbling fluidized bed boiler. ESI also addressed the current modifications necessary to improve the operations and efficiency of the existing system. ESI developed budgetary capital cost estimates for all alternatives as well as an economic model that considered differential operating costs.
